PROJECT DESCRIPTION
BF "Right to Defense" is a partner of the Response Consortium within the framework of the project "Providing multi-sectoral humanitarian aid to the population affected by the conflict in Ukraine (2023-2026)" with the financial support of the US Government. The Response Consortium is implementing a multi-sectoral humanitarian aid program for the population affected by the conflict in Ukraine. The Goal is to strengthen people's resilience and ability to overcome the consequences of war through timely access to multi-sectoral support and quality information management. The target groups are internally displaced persons, people affected by the war, returnees after the reduction of the intensity of hostilities, with the priority of supporting the elderly and persons with disabilities.
The geography of implementation is urban and remote rural communities of the Kharkiv, Zaporizhzhya, Dnipropetrovsk, Odesa, Kherson, and Mykolaiv regions. The economic capacity building component is implemented in Poltava, Chernihiv and Sumy regions.

DUTIES AND RESPONSIBILITIES

of the project- Work autonomously within the advocacy activities defined byHead of the social protection direction of the advocacy program, Advocacy Coordinator and Project Manager in the field of improving access of IDPs and other categories of the affected population to social services;
- Advocate the solution to the issues of providing social services, provide support for the process of setting up a stable system of social services at the local and national levels, which will identify risks and respond to them in a timely manner (by, in particular, providing assistance in: determining the needs of community residents in social services; setting up social service programs in accordance with the needs of communities and budgeting of necessary services; establishment of interdepartmental cooperation to identify persons in difficult life circumstances and effective response to their needs, etc.); adaptation of the system of social services to the challenges associated with armed aggression and the implementation of long-term solutions in the field of social services, to develop plans for solving problems with an emphasis on the procedures for providing social services;
- Formation and preparation of the text of a monitoring and analytical study on the legal and institutional aspects of the participation of private providers in the system of social services services;
- Consolidate analytical information, draft analytical reports and other materials to present gaps in legislation that must be eliminated;
- Participate in the development of draft amendments to regulatory and legal acts and forming proposals for legislative acts in order to solve identified problems at the practical and legislative level;
- and in connection with the Foundation's partners to monitor the situation regarding IDPs and the war-affected population;
- Support the activities of the Foundation in any other necessary aspects and provide advice to the Foundation on any legal issues if necessary.
Coordination and representation
- Ensure effective communication, coordination and exchange of information with other thematic components and key personnel;">Establish and maintain cooperation with key responsible persons at the local and national levels;
- Represent the Fund at all relevant coordination forums with partner organizations, as well as responsible persons at the local and national levels.
