BF "Right to Protection" (hereinafter - the Fund) is a recognized leader of the human rights movement in Ukraine. The Foundation has strong positions in the field of protection of the rights of internally displaced persons (IDPs), refugees and stateless persons. Today, the Fund works in almost all regional centers and communities within the respective regions. The Fund is an executive partner of the UNHCR and carries out direct legal aid programs throughout Ukraine, promotes changes in the national legal framework, bringing it into line with international standards in the field of human rights. font-style: normal; text-decoration: none">The Response Consortium implements a multi-sectoral humanitarian aid program for the population affected by the conflict in Ukraine. The goal is to strengthen people's resilience and ability to overcome the consequences of war through timely access to multisectoral support and quality information management.

Geography of implementation. Urban and remote rural communities of Kharkiv, Zaporizhzhia, Dnipropetrovsk, Odesa, Kherson, Mykolaiv regions. The economic capacity building component is implemented in Poltava, Chernihiv and Sumy regions.

Target groups. Internally displaced persons, people affected by war, returnees after the reduction of the intensity of hostilities, with the priority of supporting the elderly and persons with disabilities.

Key areas of support:

  • Advocacy, social support services/support;

  • Monetary assistance;

  • Increasing economic capacity.

Analyst/sAs a member of the project team, the Advocacy Specialist will report to the Senior Advocacy Lawyer, the Advocacy Advocacy Coordinator, the Advocacy Coordinator, and the Project Manager. style="font-weight: 700; font-style: italic; text-decoration: none">Project Implementation

  • Work autonomously within advocacy activities defined by the Senior Advocacy AssociateManager of the social direction of advocacy, Advocacy Coordinator and Project Manager in the field of improving access of IDPs and local residents affected by hostilities to social services, as well as improving the system of providing social services at the local level levels;
  • Provide comprehensive advocacy support in the development and improvement of the social services system to representatives of local authorities and social service providers, in particular by revising local legislation, supporting local authorities, developing working protocols and strategies, legal support, training and mentoring in the field of social services;
  • To advocate for the solution of social service issues, to provide support for the process of setting up a stable system of social services at the local level, which will identify risks and respond to them in a timely manner (by, in particular, providing assistance in: determining the needs of the community's residents in social services; establishing a program of social services in accordance with the needs of the community and budgeting the necessary services; establishing interdepartmental cooperation to identify people in difficult life circumstances and effective response to their needs, etc.);
  • Organize and hold events and meetings with key stakeholders, mainly at the local level;
  • Communicate with local and national mass media on issues of the social services system and their mechanisms providing IDPs and local residents affected by hostilities;
  • Identify legal gaps in Ukrainian legislation regarding the provision of social services to IDPs and local residents affected by hostilities, propose necessary improvements to ensure the implementation of the government's legal and political response to internal displacement in Ukraine, develop plans to address problems with by representatives of local authorities and social service providers with an emphasis on thoroughnessstreamlining procedures for the provision of social services;
  • Contribute to strengthening the capacity of local authorities and social service providers to provide social services and represent the needs of their communities at the local and national levels;
  • Prepare draft letters, requests/appeals and other documents necessary for the effective implementation of advocacy activities, maintain communication with state and local authorities in a number of areas in order to resolve a wide range of issues in the field of social services; eliminate;
  • Develop drafts of new legislation, including amendments, regulations and instructions to solve identified problems;
  • Keep in touch with the Fund's partners to monitor the situation regarding IDPs and local residents affected by the fighting actions;
  • Support the activities of the Fund in any other necessary aspects and provide advice to the Fund on any legal issues if necessary.

Coordination and representation

  • Ensure effective communication, coordination and exchange of information with other thematic components and key personnel of the Foundation, advocacy team and regional team;
  • Establish and maintain cooperation with key responsible persons, preferably at the local levels;
  • Represent the Fund at all relevant coordination forums with partner organizations, as well as responsible persons, mainly at the local level.

Reporting and accountability

  • Coordinate the results of activities with the advocacy team to ensure the successful implementation of the project;
  • Prepare high-quality and timely reports in accordance with the instructions of the donors in the agreed terms;
  • Follow all relevant policies and procedures of the Foundation, including the code of conduct.

PROFESSIONAL REQUIREMENTS

  • Higher legal education in the field of law or in the field of public management and administration;
  • Strong analytical and communication skills, attention to detail;
  • Proven ability to carry out advocacy activities, develop and compile quality documents/materials, including strategic and legal documents, etc.;
  • Experience of working with local authorities, VRU and executive authorities will be a significant advantage;
  • Excellent understanding of the situation regarding IDPs in Ukraine;
  • Work experience or knowledge in the field of humanitarian aid, development policy and research, as well as special knowledge and experience in working with issues of protection of the rights of IDPs, in the field of social protection and social services will be a significant advantage;
  • Excellent ability to communicate effectively in Ukrainian asoral and written,knowledge of the English language at a level sufficient for communication and work will be an advantage;
  • Readiness for business trips within Ukraine;
  • Cultural sensitivity and diplomacy;
