1. Background

One week after the start of the war in Ukraine, on March 3, 2022, Good Neighbors sent a GN emergency response team to Romania to support Ukrainian refugees by providing them with emergency items (food and non-food), transportation, child protection and shelter.

In Ukraine, Good Neighbors actively provided emergency assistance through its partners in districts of Odesa, Cherkasy, Chernivtsi, Kyiv, Donetsk and Kharkiv regions with a budget of 2.43 million dollars.

Now GN is opening its representative office in Kyiv.

 2. Purpose of the position

Good Neighbors is looking for a motivated and responsible specialist for the position of MEAL Officer who will support the work of the new Representative Office in Ukraine under the leadership of the Country Director (CD) and Program Manager (PM) in cooperation with the Global Partnership Center (GPC). The Project Specialist will assist the GN Country Director and Program Manager in maintaining accurate project records, ensuring compliance with internal GN policies and donor regulations, and assisting with project reporting. Under the leadership of the program manager, Fkhivets from MEAL regularly conducts fieldvisits, validates data, manages feedback mechanisms, and provides timely information to support evidence-based decision-making. This role ensures quality, transparency and efficiency of project implementation, as well as facilitates learning and improvement processes in the organization.

3. Key Responsibilities

Monitoring, Evaluation and Training

  • Develop and implement MEAL systems and tools for internal and external projects.
  • Conduct regular monitoring site visits to ensure project activities are aligned with plans, quality standards and metrics.
  • Collect, validate and analyze data throughout the project cycle to support evidence-based programming.
  • Develop tools data collection, questionnaires and monitoring studies.
  • Prepare MEAL reports, summaries and assessments for management, headquarters and donors.
  • Ensure compliance with donor guidelines and internal organizational regulations.
  • Integrate MEAL standards and best practices, including databases, indicator guidelines, dashboards and data collection tools.
  • Maintain and regularly update electronic databases beneficiaries and project activities.
  • Monitor the work of implementation partners, perform data verification and assist them in ensuring the effective operation of MEAL systems.
  • Support the project team in planning, implementation, monitoring and budgeting.
  • Contribute to communication and visual efforts by collecting success stories and field findings.

 Accountability

  • Maintain transparent and functional feedback and complaint handling mechanisms (CRM).
  • Ensure proper registration, transmission, follow-up and documentation of feedback and complaints.
  • Promote accountability to the affected population by ensuring transparency and prompt response.

 Other Responsibilities

  • Support other emergency response program activities and operations as needed.
  • Ensure compliance with policies and regulations specified in the Employer's internal documents, legal requirements and humanitarian principles.

Qualifications and Experience

  • Degree bachelor's degree in statistics, sociology, economics, social sciences or related field.
  • 2-3 years of experience in monitoring, evaluation, data analysis or MEAL.
  • Experience working with national or international non-governmental organizations.
  • Experience using MEAL data processing systems, tools, dashboards and/or statistical software.
  • Experience with data collection tools. Strong data collection, analysis, verification and reporting skills.
  • Proficiency in MS Excel, Word, PowerPoint; confident use of Google Sheets/Forms.
  • Ability to develop data collection tools and evaluation methodologies.
  • Understanding of evaluation methodologies, humanitarian standards, accountability and ethical principles.
  • Fluency in Ukrainian and Englishus.
  • Willingness to travel regularly with security and access conditions in mind.

Contract Terms

Contract Type: Service Agreement (FOP, duration 2 months) / Employment Agreement (from 2026)
Duration: until the end of 2026, with the possibility of extension
